We stayed here the first week of June in a 30' travel trailer. The rangers were very friendly and helpful, and things were reasonably quiet (during a weekend). We stayed in Site 122 in the C loop, at a 50-amp site. The drive in was easy. The sites are located on a hillside and as such, many were unlevel. We could see where backing into some would be a real challenge - like ours. Registration during the week was at the admin building about 3 miles from the campground. The only water access was at the check in station at the campground (none of the water access sites at the campground had any way to connect a hose - not even a water thief). Those entering the campground during the weekend had lengthy waits to fill their tanks. The sites here were very spacious and separated by tall shrubs and trees - good privacy. There had been quite a bit of rain here in the previous week but the mountainous terrain and good run off kept things from being too muddy. We had zero cell phone signal at the campsite. There was limited signal at the north end of Quaker Lake as you made the turn onto high way 280. We were not able to get any channels of OTA TV. There was no WIFI in the campground Bugs did not seem to be an issue unless you hiked the trails. The recent rains seemed to bring the skeeters to life. There were several trails for hiking, but the rain made for some muddy trekking - especially on the 3 sister's trail. Others were closed because of obstructions (trees fell during a storm). The camp store across from the admin building had a good selection of gear and some high priced firewood (it was dry though). Good ice cream!! I am not sure that we would be back to this campground again. There were equally nice CGs a bit further south in the Allegheny National Forest that could be a better value. - Capt Gerry

We stayed in the C-Loop of Cain Hollow while attending an event in the park. The actual site was level side-to-side but the front to back needed some adjustment so our front wheels weren't floating in the air. There is no sewer or water at the sites, but the park does provide water spigots throughout the campground that you can use to fill your fresh water tanks (I had 125 feet of hose which reached the spigot so we didn't have to move the MH to fill). Except for the rain, the "sleep-ability" was quite good. Well, except for the folks next door who felt that paying for a campsite for the weekend gave them the ability to act like they were at home, using adult beverages to excess, bringing in all of their friends, and partying way past curfew, even in the pouring rain. We decided to give them until 10:30PM (30 minutes past quiet time) to shut the party down, but when it didn't happen, I tried to call the Park Police, but alas, no cell service. So it was either get dressed, drive to a spot with cell service and make the call, or hope that the drinks wouldn't hold out much longer. Fortunately they called it quits at 11:00PM, and it was quiet the rest of the night. We left early the next morning for an event and saw bottles, cans, paper, food, dog dirt, and cigarette butts all over the site. By the time we returned later that afternoon, our neighbors had departed, but failed to adequately clean the site. We notified the park so the next patrons using that site wouldn't have a dirty mess to clean. - Love To Travel 2

Stayed in the "A" loop in Cain Hollow. I needed a clear view of the night sky for stargazing, and this entire loop met that requirement. It was absolutely awesome for this, as the campground is a grassy field on a hillside.
A campground on a hillside creates a difficulty in terms of making level sites. This campground was constructed in a way that overcomes that challenge - mostly. Nearly all sites have some degree of slope, but they have a front-to-back slope rather than a side-to-side slope. This is much easier to compensate for in an RV.
Restroom and shower facilities were spotlessly clean and in a nice, modern building.
The price I paid was for a site with 50-amp service (which I didn't need). Prices are less ($25) for 30-amp service and even less ($19) for non-electric. Unfortunately there were none of the cheaper sites that had the open sky that I needed. - eduJamesE

This is a grand old CCC built park. Like so many state parks these days, It suffers from long term neglect. The showers and restrooms have pealing paint everywhere making them look dirty. Sites are fairly close together. Maps are not detailed enough to find water spigots (only two in the B loop). The lack of park staff in such a vast park is frustrating. Signage is just as bad as the maps. We had a family gathering at one of the picnic areas, All guests got lost. I noticed that HistoriCorp was working on some of the historic cabins. Maybe there is hope for this grand old gem. - ScottfromSilver

First time to this park. Sites very close and hard to get into with bigger rigs. We had the stream behind us and we were on a slant the whole time and at times felt like we would fall into the stream. It was especially rainy when we were there and the rain made a stream right through the site with rushing water. Amazing park with lots to see and do. Pick up the weekly activity sheet and kids had choices of where/what to do and ranger led activities. Never short on something to do. Obviously, it would be awesome if state parks would get water and sewer hookups. We did see bears, not at our campsite but driving around. You just have to be smart about not keeping food outside and you will be fine. Next time would like to stay on Quaker side, seems like not as crowded and bigger sites. Wi-Fi only at main administration building and that was hit or miss but at least it was available if needed. Beautiful scenery. - aka4170

Lovely, Small park. Three gentlemen run it - all related. The older gentlemen can be a bit... grouchy. The younger two are super nice. When we booked we were told (in February), that we could not have a buddy site (where trailers face each other for friends camping together). And again when my friends arrived ahead of us they were again told they could not pull their class A to face ours (they had long enough hoses to accommodate hook ups), however a few minutes later they asked the two younger guys who were very open to the idea. Lots of times we saw the younger too patrolling the park in their tractor. When we arrived, we were given detailed instructions on the best way to get our large 5th wheel in. I would say there are too many low hanging wires. And cable would be nice (since in the forest you cannot get sat signal nor TV signal for those rainy days). Cell signal was one bar inside the CG - a few on the outside edge (for info). Park was overall clean. CG Office has a serious case of mold / mustiness but no one is staying in there. I did find it pricey. However, since it was pristine and such a great location (20 min to warren (and Alleghany hiking trails), 20 to Bradford, and 35 to Kinzua bridge), we will definitely return again. Be advised - this is in bear country and bears are common in this campground (along with the usual raccoons, chipmunks etc). Here you cannot leave any food out etc. - ciara
Jul 2015 - $45.00
The camp has two sections, an open area that is close to the office and swimming pool, and a lower wooded section with seasonal and some transient full hour sites. There is also a cabin loop in the wooded section. The camp is clean and the grounds are well maintained. We did not use the swimming pool, but it looked clean. If you have children, this campground, unlike most KOA'S, did not appear to have any scheduled activities, but it worked well for the two of us. - User3295
May 2014 - $47.00
I never doubted a KOA until we visited this site. The Olympic sized pool that was suppose to open on Memorial Day weekend was still closed the Tuesday after Memorial Day and is a Vry small pool- no where near Olympic sized. The half basketball court had a lot of cracks and weeds. The playground was two very small young child oriented area with a swing inches from the fireman's pole (dangerously too close). Both of them shook when kids were swing. Older gentleman had no idea what movie they were playing, no activity list at all (verbal or written) anywhere. We go to the movie and free cotton candy and it is Frozen in a 'garage' with the sun glaring across an old 32 inch TV. The second night we were heading to playground and heard a movie playing, we didn't even know about it. They 'ran out' of cotton candy! Want to discuss unhappy campers? We headed to the game room. Had to ask for them to turn the power to all the games on. I was helping my daughter (6 yrs old) with her quarters and the machine took one of her quarters and the woman behind the cash register told my daughter "that is what happens sometimes"! Bad customer service! She won two stuffed animals and they were dirty and had stains on them- ewww! Very clean game room and laundry facilities. The dog park is an island of grass with a doggie dump. Boring and disappointing first camp of the year! - Camping Mer

We stayed here for two nights. There are mostly locals that come out for the season. We were met by a gentleman at the office and he imediately went over and mowed a lot for us, and was very pleasant.
There are not very many spots for big rigs, but no one was next to us on one side, so we had lot's of room. We had no problem finding this campground located a couple of miles off the main hwy. You will go down a treelined road once you turn in, but just go slow. Very quiet at night. We wish the front of the campground was a little more maintained. - Dawwg

May 2013 - $30.00
The managers of this park have been steadily improving the park since they purchased it twelve years ago. It is primarily a family-oriented permanent site park, but has a few transient sites available. The entrance to the park is a somewhat rough and narrow road and the park is adjacent to a federal prison, but once inside provides a comfortable, if rustic, setting. Our full-hookup site provided 50-amp electricity and easy satellite TV access. The campground Wi-Fi worked well. The full time tenants in the campground generally maintain their sites well and were friendly to visitors. We were there for a holiday weekend and were impressed by the good behavior of the many young people who were there. - seeyajohn

Overpriced and lacking. If you require or just desire clean restrooms and showers you will want to drive on by this campground. While it has some of the largest trees you are likely to see in the state, its "shower" facility is a joke and the bathroom isn't much better. If you don't need either you might like this campground just fine, but it's still pricey, and noisy. - jerry6

Nice place, a little off the beaten path, but well worth it. Treed, level spots. Good Wi-Fi. Interior roads a little rough, grass spaces. It had rained and was muddy, but that’s New York. Pleasant owners. We had stayed here before and would stay again. - runamuka

Boater Paradise, Kinzua Reservoir just off campsite, when full you can dock near your site, launch is in park. A family favorite for over 30 years, well maintained trail along edge of reservoir, canoes and kayaks for rent or bring your own. Power boats of all sizes welcome.
Could update power for 50 amp camper needs, marginal for 15,000 BTU a/c use. 1 walk up site equipped with septic and water. Two water stations could be better equipped with hose attachable spickets water located for convenient use. - Tony1725

Very nice park. Very few electric available without reservation on a Monday night mid-July. Friendly staff gave us a choice of sites and found one that worked for the night. Very clean restrooms and a nicely maintained park as a whole. Well spaced between sites, with groves & trees. Would return. - garmp
May 2009 - $23.00
If you are looking for a place to “Get away from it all” then this is it! Tucked neatly into the northern part of Allegheny National Forest, Willow Bay is just south of the New York State border and easily accessible from NY 86/17 Southern Tier Expressway. We spent Memorial Day weekend on site #64 in Hemlock Loop which was a level paved pad set above a rolling spacious waterfront site. Both sides of our site were naturally landscaped with trees and rocks which afforded us complete privacy. There is also a boat launch and boat rentals available. Plus some sites are suited for launching small boats right from the site. Our site did not have any hookups (none of the premium lake front sites have hookups). We ran our generator briefly each day for DH to check his baseball scores and top off the batteries and that was it. There are water spigots throughout, but they are older style with no threading; however people were still able to fill their water tanks. There are two full hookup sites for camp hosts and several electric sites on the opposite side of the road if that is important to you. The grading and amount of shade on those sites made them less appealing to me. There is a brand new bath facility which is centrally located to the loop and is immaculate. There is no cell phone signal while in the campground. (Unless you have a good amplifier. Ours wireless one brought in 2-3 bars but you needed to have the phone almost touching the antenna.) Aspen and Oak loops offer more electric sites but they are in an open area away from the water, very close together and seem more appropriate for group camping. The Deer loop is set back into the woods and is strictly walk-up tent camping. If you enjoy tenting, these are huge private sites, many of them waterfront. Make sure you pack everything you need if you don’t want to be inconvenienced. There is no camp store other than firewood and ice at the check in station and the nearest store is about 15 miles away. The scenery was so breathtaking we were almost never inside except to sleep. There is lots of hiking available. We were in a 38’motorhome plus tow vehicle and had no trouble traversing the loop or parking. Our loop was comprised of a fairly even mix of tents, pop-ups and trailers with only three motorhomes including the host who was busy yet always available and friendly. The most remarkable thing was how quiet it was for a holiday weekend even though every site was filled. It was the nicest Memorial Day camping experience I have ever had. Nightly rate includes the $9.00 online reservation fee spread over the 3 nights. . - Labrador Fan

This campground has made a lot of improvements but needs a lot more. First, we had to clean up broken beer bottle glass and dog droppings from the site before backing in. Very shaded sites and very quiet. Attended their music festival and that was great. At midnight everything was quiet. They need to fix their water: very heavily salted and no pressure. We ended up filling our holding tank with fresh water so we could shower. They added a new dump station but it slopes away from the dump so you can not empty your tank. Also the cement pad is not wide enough so your tires hang off. Staff was very friendly. - shell5
Aug 2006 - $25.00
Highbanks Campground, while situated on the Alleghany Reservoir is anything but scenic. At first glance of the campground map, we thought we had lucked out with our site. It appeared to back up to the water. As we made our way through the campground, we were less and less enthusiastic with the campground as a whole and were even more horrified when we pulled into our site. What looked on the map to be a lovely scenic location was actually a gravel driveway which backed straight up to a six foot chain link fence with no views at all, except for that of steel. The entire site was perhaps 40' x 40' and privacy was non-existent. Out of 77 electric sites, it appeared that 70 were seasonal rentals. Upon arrival the staff could barely even manage to give us a map to find our campsite and asked us to return again in the morning to pay, even though they were still technically 'open'. While our 9pm arrival may have been too late for the staff, campers were apparently in full swing, evidenced by all the driving around the grounds on mini-bikes, ATVs etc. screaming and hooting. Dogs barked and kids screamed until nearly midnight. With little or no space between campers, the screaming and dog barking may as well have been in the same 'room'. This is certainly NOT the quiet getaway from it all kind of campground we had hoped for. The restrooms and showers were atrocious. In fact, on one visit, there was no toilet paper at all in the ladies room. I would not venture to shower in this facility. Not only did I question whether there was sufficient privacy between the mens and womens sides, but it was clearly unclean. In my phone call to the grounds ahead of time, we expressed interest in Allegheny State Park (which was of course sold out for camping). We were assured it was only a few minutes down the road. In fact it was a full 20 minutes away, door to door. If you're looking for a campground where you can pass the 'Gray Poupon' to your neighbor without leaving your camp chair, where you can compete with your neighbors for the most gaudy and outlandish Christmas light display on your 'site', where the sounds of jet skis, dogs barking and kids playing waaaaay past any reasonable quiet time are the norm, then this is just the spot for you. If, on the other hand, you'd like a little privacy, you want to hear your own campfire crackle, you'd like to hear the birds sing in the morning and you can live without Christmas in July, I would pick another site. - cazcamper

People behind the counter were pleasant and helpful. Some sites had the water and electrical outlets separated by 50-75 feet. Bathrooms were pickup and generally clean but there were many very small toads or frogs on the walls. The pool was new and clean. There was a pavilion next to the pool with picnic tables and really nice barbeques. - Doncanni

We love the simplicity of this park. VERY informal! Yes, it's a mowed field for about 22 RVs but it has water, electric (30/50) and SEWER! Clean and well kept, lots of space between sites, mostly open with a few trees and has a fire ring. There is a clubhouse but we didn't use it. Didn't see separate bathrooms or laundry but maybe they're in the clubhouse? Right next to a beautiful golf course and driving range. We also found the Pat McGee Trail which is great for walking, running, bicycling or horse back riding. Like I said, a small - no frills park but the guy is nice and we like it here, we will return!! - 2VetsRVing

This is a small park on a huge mowed lot. We had huge spaces (we are traveling with friends in their own RV). We enjoyed having such an enormous amount of space to park our RV and also to walk our 3 large dogs. Much of the property is mowed but isn't used for RVs, and that was great for our dogs. The owner was very nice. - beckydmc

OK for an overnight stay, no amenities or things to do at park. Owner friendly, grass mowed, no trees. Right on highway and there is traffic noise. We stayed here because Allegany state park said they could not accommodate a rig our size, which we found later was not true. The state park is much nicer and would stay there next time. - trvlkids

Most GPS devices have problems finding this campground. Go to the campground website to get the GPS coordinates. This campground is located approximately .4 of a mile north of the intersection of Route 6 and Route 219 - Lantz Corners. The current owners took over this campground in 2012 and have made numerous improvements. Some of those improvements are a new water well and new 50 amp power pedestals. Checking in was confusing, we were offered a discount and a free ½ day, Not sure how our discount was calculated or where the ½ worked into our rate. In fact I don't think we did get a discount. Their website does not list rates so there is no way to verify our rate. Even with a weekly rate that ended on a Saturday, we were charge more for that Saturday. We were also told 'to be fair to others' if we used more electric than we should, we would be charge for electric. Charging for electric on a weekly rate is not the norm. We were never told what the 'used more than we should' amount was. When we checked out we were told we were OK on electric usage. We used 127 kwh during our stay so I guess we were under the 'more than we should' limit. In twenty years of camping this was the most confusing check-in ever. Our site had good power, 128v on each leg of the 50 amp service. Water pressure was 48 psi. Our site was level but mostly overgrown gravel and grass. All sites have a picnic table and fire ring. For satellite users sites 6, 7 and 8 are the best choices for either Direct TV or Dish. There is a game room/meeting with Air Hockey, Fosse Ball, table tennis, a pool table and tables for a group meeting. The campground is kept clean and mowed. You find a fair amount of seasonals , but those are kept well maintained. Overall the campground is very quiet and peaceful. - ETB

The park has lots of trees and level ground, gravel roads and grass sites. Park host very friendly. The campground had lots of rain recently and several sites were soft or hand standing water. Host showed me the site he thought would be best and safest to use. There is cable run to the sites but a sign is posted saying cable not available. Could only get PBS stations over the air. Very good Verizon signal. Host said good ATT signal as well. - gandalf42

This RV park is located on 219. The RV park is well groomed, the bathrooms were clean. They offer many pull through sites and can accommodate larger motor homes. The sites are level and shaded. There are many seasonal campers here and most sites were maintained. They offer several playgrounds but the putt putt and shuffle board were run down and unusable. Washers are $3 and dryers $1. Wi-Fi is only available at the office and we couldn't access any TV channels. Water pressure was good. The owners live on site and are very pleasant and accommodating. They are working hard to revive and maintain this campground. We wouldn't hesitate to return. - mghow
